Compliance

Asbestos Abatement Oversight and Monitoring

To minimize potential liabilities and the possibility of creating hazardous health conditions, ERATECH provides project monitoring and third-party air sampling services for asbestos abatement projects. Owners need to be assured that their asbestos abatement contractor is following applicable rules and regulations throughout the course of the asbestos abatement project. Oftentimes, once the project is started, contractors erect containment barriers which inhibit entry by unauthorized personnel, including the owner. Without proper certification, entry into these areas is prohibited.

Owners need to have a knowledgeable representative on site, and within the containment area, to function as their eyes and ears during an asbestos abatement project. Without this, owners have no means of knowing if the regulations are being followed, safe work practices implemented, costs controlled, or that the correct scope of work is being performed as requested.

Experienced project managers are on-site during all stages of the abatement process from work area preparation through the abatement completion. These experienced field personnel are responsible for conducting air monitoring during and after an asbestos abatement as well as keeping a daily log of all significant events and happenings at the work site. These documents are made part of the final close-out report.

Air sample results analyzed by either Phase Contrast Microscopy (PCM) or Transmission Electron Microscopy (TEM) are available within 24 hours of collection.

Environmental Compliance Audit Consultation

ERAtech Environmental, Inc. is able to perform an initial environmental compliance audit, and quarterly or yearly audits for your facility.  The purpose of the environmental audit is to reduce the liability of regulatory inspections by addressing the facility's compliance program.  The inspections review the compliance progress of the facility since the last inspection, and brief the facility's environmental contact on new regulatory compliance issues.

During the initial audit, ERAtech conducts a site visit that involves a tour of the facility, and a review of the facility's current permits and records.  Using this information, ERAtech evaluates the facility's compliance in the following areas: air regulations, hazardous waste (RCRA), community right-to-know (SARA Title III), water (NPDES, SWP3), and spill prevention, control, and countermeasure (SPCC).  Following the site visit, ERAtech provides observations and recommendations to your company.  For each subsequent review, ERAtech personnel will again tour the facility and provide updated recommendations.

SARA

SERC, SARA Title III, Form R Reporting

ERAtech Environmental, Inc. has experience in evaluating SARA Title III, Form R reporting requirements and supporting methodology. Form R is the Toxic Chemical Release Inventory (TRI) Reporting Form required by the Emergency Planning and Community Right-to-Know Act (EPCRA). A completed Form R must be submitted for each toxic chemical manufactured, processed, or otherwise used above applicable thresholds. The scope of work includes evaluation of SARA Title III, Form R reporting requirements for the facility based upon the previous year's material usage and MSDS information, and then preparation of either Form R for submittal, or substantiation of why the facility is not subject to Form R reporting.

ERAtech will perform a mass balance evaluation of material usage at the facility in order to determine applicability. Using the current chemical inventory and usage, and the various MSDS's, ERAtech will calculate the usage of materials that contain chemicals on the SARA 313 list.

OSHA

Occupational Safety and Health Administration (OSHA) Audit

ERAtech Environmental, Inc. has experience in completing OSHA Audits of client facilities.  The scope of work includes a walk-through of the facilities in order to observe applicable conditions and workplaces.  The scope may also include quarterly follow-up reviews to provide feedback as to the company's program implementation efforts.

During the facility visits, ERAtech interviews key personnel to ascertain the effectiveness of current safety programs, review OSHA programs against OSHA regulations for effectiveness, and review training and record keeping documentation.  The final report discusses significant non-compliance items referenced by the applicable OSHA standard, and provides recommendations as to actions required to correct deficiencies.
